education  centres.  Since  the  outbreak  of  the  pandemic  the  educational  facilities  have  adopted
            numerous  tools  devices  that  foster  digital  transformation,  including  but  not  limited  to  online
            learning  platforms,  videoconferencing,  collaboration  tools,  interactive  assignment  apps,  VR

            simulations and other subject-specific tools.
            Since there are many types of adult education organizations and facilities in Poland, there is still a
            need to conduct comprehensive research on the adaptation and strategy-making techniques across
            centres. Whatever the strategy is, technological advancement and innovation usually benefits the

            learning centres themselves, which further encourages their development.

            The  main  issues  for  a  successful  further  implementation  of  digital  transition  in  Poland  revolve
            around ineffective funding mechanisms  – as there is no unified system or strategy for financial
            support. Moreover, there is a need to instil and foster the understanding of the importance of
            lifelong learning among a broader population. To address this issue Poland has made some use of
            awareness campaigns – such as Adult Learning Days 2019 – that promote the benefits of adult
            learning, advertise specific programs and reach out to underprivileged groups.

            The  greatest  problem,  however,  is  the  low  overall  level  of  digital  skills  among  the  general
            population. According to the Digital Decade report (2023), Poland occupies the 25th position among
            27 EU countries in terms of basic digital skills. This indicates that adult education centres in Poland
            should  be  strongly  encouraged  to  extend  their  outreach,  especially  to  the  elderly  and  other
            underprivileged citizens. It is important to remember that a true digital transition comes together
            only with digital inclusion.

            1.6 ROMANIA

            Adult education organizations in Romania, have different opinions and have not provided sufficient
            detailed information on the integration of digital education to allow a conclusive report. Opinions
            vary depending on the specific goals of each organization, the resources available and the needs of
            the adults they serve.

            However, European trends are already influencing the medium and long-term strategies of adult
            education  organizations  in  Romania.  Thus, many  organizations  recognize  the  opportunities  and
            benefits that digital education brings, including expanded access to educational resources, flexibility
            in learning, and increased technology skills.

            At the same time, there are also challenges, such as the need to invest in digital infrastructure, to
            provide training for their own staff, in the sense of adequate training that allows them to assist
            students in a fair and efficient way. and address existing digital gaps.

            Organizations that demonstrate concern for the successful adoption of digital education feel the
            need to have access to successful experiences of other organizations in Romania or in Europe on

            adapting to change, improving the quality of teaching, and increasing student participation. Most of
            these  organizations  we  talked  to  believe  that  collaboration  with  the  private  sector,  research
            institutions and other organizations can play an important role in the successful implementation of
            digital education.
