embarked on a forward-looking approach to secure funding for the seamless integration of
innovative educational practices. Financial support is allocated to the development and
implementation of digital tools that enhance the overall learning experience for adult learners,
ranging from interactive platforms and virtual classrooms to adaptive learning technologies that
cater to diverse educational needs.
Motivation and guidance outreach are integral components of Estonia's comprehensive digital
strategy for adult education centres. Funding is directed toward initiatives that foster a supportive
and motivational learning environment. This includes the development of personalised learning
plans, mentorship programs, and motivational campaigns aimed at adult learners. Financial
resources are channelled into training programs that equip educators with the skills to leverage
digital tools effectively, ensuring that motivation and guidance efforts are seamlessly integrated into
the digital framework.
Moreover, Estonia strategically allocates funds to continuous professional development for

3.5 POLAND
Adult education in Poland is mostly funded through targeted grants, EU funds, central and local
government budgets, private funds and fees. There is no unified system of financial support for adult
education centres due to the fragmentation of the system.
More work is needed to develop effective funding mechanisms for digitalization and digital learning
inclusion. A number of steps have been taken in recent years to initiate change in this area. The
School Education Law provides opportunities for various entities to support vocational education
and training, including employers and their organizations, business sector self-governance bodies,
business organizations, Sector Competence Councils, and the Programme Council for Competences.
Numerous entities, including the Prime Minister's Chancellery, several ministries (including the
Ministry of Digital Affairs and the Ministry of Education), Digital Poland Projects Centre, and multiple
municipalities have undertaken certain steps to improve learners' digital skills. There was no
