o  Condemns a significant part of the population to the risk of social and labour market
                           exclusion,
                       o  Hinders access to public participation and consultation,

                       o  Increases the risk of citizens' exposure to large-scale misinformation.

            The Strategy Italy 2025 sets out a clear horizon for "inclusive and sustainable development" as it
            defines a course of action that moves towards the challenge of an ethical, inclusive, transparent,
            and sustainable innovation for social well-being. This vision entails:

                       o  an effort to improve people's digital capabilities,
                       o  an ethical, responsible, and non-discriminatory technological development which is

                           guaranteed by the state,
                       o  affording citizens, the possibility of life-long training so as to access the jobs of the
                           future.

            “Repubblica Digitale”, the national strategy for digital skills, is at the heart of this challenge. Digital
            skills are the pivot for social and economic growth, but they need the fulfilment of three sustainable
            and long-lasting changes:


                       o  the population is acquiring more and more digital awareness and is, therefore, able
                           to make the most of digital technology by developing an "ethical awareness” in the
                           use of technologies,
                       o  public administrations and enterprises are compelled to improve the services that       23
                           they  provide.  The  user  is  at  the  center,  as  a  responsible  actor.  This  change  of
                           perspective requires a radical transformation of production processes, which, on the
                           other hand, demands both specialized digital skills and widely common digital skills,
                           starting, for instance, from thee-leadership of managers who have both "business"

                           and digital transformation skills,
                       o  the  educational  system  is  built  to  meet  the  needs  of  (digital)  skills  development
                           following an ongoing training path according to the various phases of one’s personal
                           and working life.

            Growth, closely linked to the development of digital skills, can only take place within a virtuous circle
            where all stakeholders and in particular all public institutions and the public sector, leading as a
            driving  force,  raise the  level  of expectations  in terms  of  quality needs and  commitment to  the

            change and "leap" that digital transformation requires. the entire population, but also as part of
            policies aimed at reducing inequalities and guaranteeing sustainable cities and decent jobs.

            4.2 PORTUGAL


            Within the Portuguese adult education many organisations are engaged in providing support to
            upskilling of adults and providing solutions for basic digital literacy in line with the Portugal Digital
            program.  That covers support for creation and management of an email account, developing the
            ability to search online, and to consult and use the digital public services, access to services, such as
