with adult education centres. Therefore, further efforts are necessary to develop effective funding
mechanisms and comprehensive digitalization strategies. In the meantime, adult education centres
can seek financial support from all the organizations mentioned above. Adult education centres also
explore sponsorship opportunities and seek partnerships with local businesses, corporations or
industries that may have an interest in digital skills development. Among training and development
services providers, who were rated “innovative” in the 2021/22 cross-sectional Human Study
Capital, 74 percent claim that the innovations they introduced have generated income.
In conclusion, when seeking financing for their comprehensive digital strategies, Polish adult
education centres need to articulate a clear vision, demonstrate the potential impact of their
activities, and establish strong partnerships within the community and industry. Financing new
teaching methods and digital transformation indeed remains a challenge, but there are various
strategies and sources that could be explored.
3.6 ROMANIA
For Romanian adult education organisations, it is important to develop a coherent funding strategy
that covers both the initial and long-term maintenance costs of digital infrastructure and
programmes, because quality digital is not cheap despite the diversity and number of open
resources. In addition, most of them count on stakeholder engagement and expect that effective
communication and long-term planning play a key role to the successful implementation of funding

for digital education integration.
Many adult education organizations access funds available through Romanian education programs
provided by the Romanian Government and regional development programmes, including those
intended to promote technology and digitalization in adult education.
The partnerships with the private sector, mainly corporate sponsors and donors is also of great
interest to Romanian adult education organisations that aim at working with companies interested
in developing digital skills and can provide funding or infrastructure. Furthermore, these
organisations consider partnerships with technology providers who can bring access to equipment
or software at preferential prices.
Most Romanian organizations frequently develop and offer paid courses or certification programs
that bring in additional revenue to support digital development, among which ADER or LEXPERT
based in the North-East region of Romania. They also organize events, seminars or workshops that
bring income through participation fees and sponsorships. Partnerships with other non-
governmental organisations facilitate access to further funds and resources.
