In conclusion, Estonia's commitment to engaging and supporting adult learners in its digital strategy
is emblematic of a holistic and inclusive vision for education. By prioritising accessibility,
personalised support, and a flexible learning environment, Estonia ensures that adult learners
seamlessly integrate into the digital era, unlocking the full potential of technology to enhance their
educational experience and equip them with the skills necessary for success in the contemporary
world.
4.5 POLAND
A significant proportion of adults in Poland still lack fundamental digital literacy skills. These adults
are more likely to be unemployed, inactive, or socially excluded. Adults in Poland, as well as the
businesses that employ them, must adopt a lifelong learning mindset.
In February 2023, the government passed a resolution on the establishment of the Digital
Competence Development Program. The program aims to raise the level of digital competence by
providing the general population with the opportunity to develop essential skills based on individual
needs.
According to “The 2022/2021 Study of Human Capital: Competence Development: Adult Learning
and the Training and Development Sector” the development of skills needed at work remains the
main declared reason for participating in adult education courses and training. The second-most
declared reason is employer’s requirements. Therefore, adult education centres in Poland engage
learners through constant promotion of digital skills as essential assets on the labour market. 26
However, there is a need for strengthening the cooperation between education institutions and
employers.
Adult educators are critical in promoting digital literacy among learners. They are not only teachers,
but also mentors and facilitators of learning. Therefore, educators must have a set of skills that go
beyond technical knowledge, including but not limited to pedagogical skills, adaptability and
empathy. Polish education centres do recognize the importance of continuous teacher training as a
mean to help learners adapt to the digital strategy.
Moreover, adult education centres provide support to learners through counselling and guidance,
which includes workshops, training sessions and courses related to career planning. Career advisors
help learners to identify the key digital skills they need to improve and advise them on most effective
ways of obtaining them. Adult education centres in Poland are also committed to the development
of comprehensive and accessible digital solutions to enhance learner access.
4.6 ROMANIA
Adult education organizations in Romania have identified several measures designed to help adult
learners join the digital start-up. To encourage the participation of adult learners and to effectively
implement digital education in Romania, they should acquire a set of skills that allow them to adapt
to the digital environment in a constructive way (digital learning platforms, applications and tools).
