education which provided networking and sharing of best practices, as well as added value to their
activities. For the past four years, the non-governmental organisation SmartUp - Social Innovation
Lab has supported innovation and co-creation within the education sector with financial and
technical support from UNICEF, the Bureau for Development of Education (BDE), and major
educational institutions in the nation. They had already created several preliminary platforms and
educated a strong team of collaborators, which they could quickly reorganise to meet these
obstacles. Taking up the task, they started building what is currently North Macedonia's largest
digital education library. EDUINO, North Macedonia's digital learning portal, successfully
crowdsourced a significant amount of instructional content from instructors and educators around
the nation and promoted a community of practise.

Although adult education has a long history in the nation, trustworthy information is lacking. The
verification of programmes and providers was made possible by the Law on Adult Education
adopted in 2008. The new Law on Adult Education validates informal and non-formal learning.
The number of participants in non-formal education in North Macedonia is rising annually, although
understanding of the participation in the educational process outside formal schooling is still low.

Efforts are being made to improve the overall situation regarding adult education. North Republic
of Macedonia is The 2019–2023 Adult Education Strategy of the North Republic of Macedonia aims
at increasing the attractiveness of adult education participation, at putting in place a system of
quality assurance within the adult education framework, at improving adult education's
administration, organisation, and financing and at creating a public education system for adults by
reorganising public education institutions to become Open Citizens' Lifelong Learning Universities /
Worker Universities. The emphasis is on policies and initiatives that will empower adults to actively
adapt to societal changes, promote personal development, and foster an inclusive, cohesive society
that is always learning and evolving.

recent COVID-19 pandemic. The forced transition to distance learning, due to the lockdown, has
sparked a lively debate which has seen opposition from supporters of ICTs, who consider them a
