In this context, several measures for the upskilling and reskilling of the labor force were introduced
at the COVID-19 pandemic period which helped boost the digital transformation. A good initiative
from the Hellenic Manpower Employment Organisation (OAED), was to implement a training course
on cloud technologies for the unemployed with two phases, one for unemployed people with IT
knowledge to be trained as certified trainers in digital cloud technologies, and then, during the
second phase, the online training will be made available to a wider group of young people with work
experience.
Additionally, many initiatives are underway regarding the reskilling and upskilling of civil servants to
ensure and promote the utilization of advanced technologies in the public sector. The expected EU
cohesion funds and the recovery and resilience plan (RRP) will progress the enterprises'
digitalization, which remains slow. Moreover, in 2021, Greece participated in the Digital Europe
Programme call for European Digital Innovation Hubs with the objective to improve digital skills,
support and enhance digital innovation, in particular by supporting SMEs and High-Tech Start-ups

especially the training course on cloud technologies, represent a proactive response to addressing
unemployment and fostering skills that align with industry and future demands. This targeted
approach contributes to the success of the overall upskilling efforts. Tools such the self-assessment
tool in the framework of the National Academy enables individuals to determine their learning paths
and adult educators can adopt a similar tool to personalize learning experiences for their students,
addressing varied skill levels and learning preferences.
5.11 FRANCE
The Great Digital School
The case study of "La Grande École Numérique" (The Great Digital School) in France provides a
compelling example of an initiative focused on the provision of Metaskills and the seamless
transition to digital education. Launched in 2015, this nationwide program aims to bridge the digital
skills gap by fostering a culture of continuous learning and equipping individuals with the Metaskills
necessary for success in the digital age.
