government bodies, and industry stakeholders. This collaborative effort ensures that the program
aligns with industry needs, making it a relevant and practical model for adult educators seeking to
bridge the gap between education and employment.
5.15 GERMANY
Get started with what you already have.
Germany has a highly developed adult vocational education system focused on a network of inter-
company vocational training centres (Überbetriebliche Berufsbildungsstätten, ÜBS). Most of them
support the sector of small and medium-sized enterprises.
The percentage of adults enrolled in adult education in 2016 was only 8 percent. However, in recent
years Germany has recognized the need to equip its adult population with metacognitive skills and
digital literacy to thrive in an ever-evolving digital world. Therefore, the current government has
undertaken several ambitious reforms. According to the new National Continuing Education
Strategy (Nationale Weiterbildungsstrategie), the state is seeking to increase the participation in
further training to 65 percent. Moreover, the Federal Ministry of Education and Research is making

around 120 million EUR available for further development of inter-company vocational training
centres by 2027.
The federal government’s special program for digitalization in inter-company digital training has two
main priorities:
1. Promotion and provision of advanced digital equipment, such as VR glasses and simulators.
2. Methodical and didactical integration of digital technologies into training courses.
With that support the training centres were able to purchase around 61,000 devices (as of May
2022), including tablets, smartphones, robots, and drones. The centres have developed tailored
digital resources that cater to the specific needs of adult learners: interactive online courses,
simulations and tutorials designed to enhance technical proficiency.
