It is expected that the implementation of this comprehensive strategy will establish a digitally
transformed FET system able to offer a large portfolio of flexible opportunities.

A comprehensive approach to digital transformation – which encompasses digital solutions,
necessary ICT, data enhancement and information systems modernisation is relevant for adult
education centres as it ensures enhanced learning experience, accessibility and inclusivity, cost-
effectiveness and data-driven decision-making. In summary, a comprehensive approach is crucial
for adult education centres to stay competitive and meet the diverse needs of their learners.
5.18 SERBIA
Raise awareness
Adult education in Serbia is provided by 3 types of institutions: general/vocational education 44
schools, public services (such as the National Employment Service) and publicly recognised
implementers (including licensed nongovernmental organisations). The state remains the primary
catalyst for both the development and implementation of digital transition. Adult learning and
training projects developed by the National Employment Service could serve as an example of
positive practice. In 2018 for instance, this institution held IT training classes for 300 unemployed
learners.
However, the key to further advancement of transition to digital education, according to the
government, is associated with promotion of adult learning as such. Raisin the social awareness can
help the learners to realise their potential and recognise the need for digital tools. This was one of
the goals of the “Second chance” project. Between 2011 and 2013 it provided adult participants –
who had dropped out from primary schools – with supplementary education.

The case of Serbia indicates that the concept of continuous digital education needs consistent
promotion. The goals of educational programs and initiatives can only be achieved when the need
for acquisition of essential skills is widely recognised. Raising awareness on the challenges of today’s
digital age can therefore be beneficial for both adult learners and adult educators.
