could facilitate the access of adults to different type of new skills that will help them become more
competitive on the labour market.
Why is relevant for adult educators and adult education centers?
Why this case study is a success / best practice?
The study carried out before the start of the programme indicated a significant lack of digital
technology skills, innovative mindset, and entrepreneurial spirit. According to these findings, the
project partners from Romania, Bulgaria and Greece proposed creating a network of 10 learning
courses facilitators with expertise in the three main areas that will be able to organize trainings and
pass their know-how to the participants. In addition, the adults from Romania, for example,
participated to a Mentoring Campus in the field of ICT and had the opportunity to test their digital
skills and even obtain ICDL certificate.
As a result of the way the partners approached the project, all initial objectives were met and
estimated results achieved and even exceeded. The quantitative results that prove the fact that
the project is a good practice example which deserves to be analysed and multiplied, are: 1)
establishment of an international network (10 facilitators in the field of Information and
Communication Technology, Management of Innovation & Network Collaboration, and
Entrepreneurship & Leadership); 2) 10 ECDL certified multipliers in the field of technology; 3) 400
tests and 400 simulations ran by participants; 4) 210 adults low skilled were trained in the field of
technology; 5) Over 210 adults from the 3 countries (Romania - 78, Bulgaria -70, Greece - 294) 59
trained in the local adult education centres; 6) 90 adults from Romania, Bulgaria and Greece
attended the Mentoring Campuses; 7) 3 Mentoring Campuses implemented in the three main areas
covered by the project.

Estonian Lifelong Learning Institute
The Estonian Lifelong Learning Institute (ELLI) stands out as a beacon of innovation in adult
education, particularly in its pioneering initiative focused on metacognitive skills and the transition
to digital education. The relevance of this case study for adult educators and education centres lies
in its strategic response to the evolving needs of adult learners in the digital age. ELLI recognises
the imperative for metacognitive skills, those overarching skills that transcend specific disciplines,
and has seamlessly integrated them into their educational programs. This ensures that adult
learners are not only proficient in digital tools but also equipped with critical thinking, adaptability,
and collaboration skills essential for success in the rapidly changing landscape.
In conclusion, the Estonian Lifelong Learning Institute's initiative on metacognitive skills and the
transition to digital education serves as a best practice for adult educators and education centres
globally. Its holistic approach, collaboration with industry, flexible learning environment, and
emphasis on continuous professional development position it as a model for fostering a future-
